The Reference View docking window shows a selected area of the image relative to the entire image (refer to the black rectangle on the image shown below). To easily view other areas of the image, click on the black rectangle and drag it to the desired area on the image.

If you click on the Area Selection Tool and then click on the Zoom Selection Tool (to zoom in on a specific area on the image), you will be able to see exactly what portion of the image you are viewing as it relates to the whole image.
