Occurs when the paging toolbar is toggled to be displayed or hidden.

Remarks
This event fires when the user has clicked on the Toolbar/Windows - Paging Toolbar menu item, or customized the rebar to show/hide the Paging toolbar. When this occurs, Prizm Viewer first generates the OnToolbarPagingStart event, then toggles the paging toolbar, then generates the OnToolbarPagingFinish event.
