Occurs when the user selects the menu Toolbar/Windows - Mouse Toolbar command, or customizes the toolbar to toggle (show/hide) the mouse toolbar.

Remarks
This event fires when the user has clicked on the Toolbar/Windows - Mouse Toolbar menu item, or customized the rebar to show/hide the mouse toolbar. When this occurs, Prizm Viewer first generates the OnToolbarMouseStart event, then toggles the mouse toolbar, then generates the OnToolbarMouseFinish event.
