Occurs when the "Annotations - Reload Annotations" command has completed.

Remarks
The user has requested that all annotations for the image be reloaded, which will cause Prizm
Viewer to synchronize with the current annotations stored on the server. When the user
clicks on the menu or toolbar button "Annotations - Reload Annotations", it will first generate
the "OnAnnotationsReloadStart" event, then generate the "OnAnnotationsReloadSFinish"
event.
