Occurs when the user selects the menu Toolbar/Windows - Annotation Toolbar command, or customizes the toolbar to toggle (show/hide) the annotation toolbar.

Public Event OnToolbarAnnotationStart()

This event fires when the user has clicked on the Toolbar/Windows - Annotation Toolbar menu item, or customized the rebar to show/hide the Annotation toolbar. When this occurs, Prizm Viewer first generates the OnToolbarAnnotationStart event, then toggles the image toolbar, then generates the OnToolbarAnnotationFinish event.
