The handle of an element returned by the ElementCreate method.
If the text element should be saved as a note.
Description
Sets the TMSNote attribute for an existing element.  This controls how a text element is saved in the legacy ann file format.

Parameters
elementHandle
The handle of an element returned by the ElementCreate method.
newVal
If the text element should be saved as a note.
