This function creates a new instance of encryption annotation (IG_ARTX_MARK_ENCRYPTION).

lpszPassword	LPSTR	Password string.
nMethod	enumEncryptModes	Specifies encryption algorithm to be used.
lphMark	LPHIG_ARTX_ENCRYPTION	Pointer to storage for new annotation handle.

Error count.

This function does not process image pixels.

Upon successful completion:

The caller is responsible for deleting the newly created annotation using IG_ARTX_mark_delete.
