Returns a new ImGearDoubleMatrix class object.
Syntax
public static ImGearDoubleMatrix create(

Parameters

rowCount
Matrix rows count.
columnCount
Matrix columns count.

Return Value

ImGearDoubleMatrix class object with zero initialized elements values.
