Sets Special Instructions IPTC dataset.

Method replacesthe tag value if the tag is present in the metadata tree, or null otherwise.

This method accesses the Special Instructions DataSet (2:40). The DataSet contains other editorial instructions concerning the use of the objectdata, such as embargoes and warnings.

Maximum 256 bytes, consisting of graphic characters plus spaces.
