Occurs when the user selects the menu "Toolbar / Windows - Reference Window"
command.

Public Event OnWindowReferenceStart()

The user has clicked on the "Toolbar / Windows - Reference Window" menu item. 
When this occurs, Prizm Viewer will first generate the "OnWindowReferenceStart" event, then
toggle the checkmark for the Reference docking window open / closed on the menu
and show / hide the docking window, then generate the "OnWindowReferenceFinish" event.
