Occurs when the cursor is changed to the Stamp Annotation.

Public Event OnMouseStampAnnotationFinish()

When the user clicks on the menu or toolbar button "Mouse Actions - Stamp Annotation", it
will first generate the "OnMouseStampAnnotationStart" event, then generate the
"OnMouseStampAnnotationFinish" event.  The mouse will function to create a stamp note
annotation.
