Occurs when the cursor is changed to the Flying Magnifier Tool.

Public Event OnMouseFlyingMagnifierToolFinish()

When the user clicks on the menu or toolbar button "Mouse Actions - Flying Magnifier Tool", it
will first generate the "OnMouseFlyingMagnifierStart" event, then generate the
"OnMouseFlyingMagnifierFinish" event.  The mouse will function as the zoom rectangle tool
