Occurs when the cursor is changed to the Area Selection Tool.

Public Event OnMouseAreaSelectionToolFinish()

When the user clicks on the menu or toolbar button "Mouse Actions - Area Selection Tool", it
will first generate the "OnMouseAreaSelectionToolStart" event, then generate the
"OnMouseAreaSelectionToolFinish" event.  The mouse will function as the area selection tool
