Occurs when the user toggles the menu or toolbar "Annotations - Show Annotations"
command.

Public Event OnAnnotationsShowStart()

The user has toggled the option to display annotations for the image.  When the user clicks on
the menu or toolbar button "Annotations - Show Annotations", it will first generate the
"OnAnnotationsShowStart" event, then generate the "OnAnnotationsShowFinish" event.
