Occurs when the user toggles the menu or toolbar "Annotations - Edit Annotations"
command.

Public Event OnAnnotationsEditStart()

The user has toggled the option to edit annotations for the image.  When the user clicks on the
menu or toolbar button "Annotations - Edit Annotations", it will first generate the
"OnAnnotationsEditStart" event, then generate the "OnAnnotationsEditFinish" event.
