Adds the annotation element that resides on the specified layer to the specified group.

Parameters
- layerHandle
- The handle of a layer returned by the CreateLayer method.
- groupID
- The handle of a group returned by the GrpCreateGroup method.
- seqNum
- The handle of an element returned by the ElementAppend method.

Note: Annotation items can be members of one group only.
