Gets the global default attribute for a specific tool.

- A valid attribute chosen from NX_AnnotationAttribute for the given tool
- pValue
- The address of a long to receive the value of the attribute.
Remarks
This controls global defaults. It can be overridden by using any of the layer defaults calls.
This will effect tools created programmatically or selected from the toolbar.
