Gets the default fill color for a specific tool for a specific layer.

- layerHandle
- The handle of a layer returned by the CreateLayer method.

Return Type
The RGB (Red Green Blue) color value for the selected tool's fill color.
Remarks
This will effect tools created programmatically or selected from the toolbar.
