Description
Sets the minimum number of digits to be displayed after the decimal point for an existing ruler element.

Parameters
- elementHandle
- The handle of an element returned by the ElementCreate method.
- newVal
- The minimum number of digits to be displayed after the decimal point.
Remarks
If the value to be displayed after the decimal point is less precise than asked for, the result is padded with zeros.
