    This function closes the RTF toolbar. If it isn't open, nothing happens.

    Arguments:

    None

    Return Value:

    Error count.

    Supported Raster Image Formats:

    This function does not process image pixels.

    Remarks:

    The RTF toolbar can only be opened by double-clicking the RTF annotation.
