Name	Type	Description
hLayercont	HIG_VECT_LAYERCONT	Handle to Layer container.
nIndex	long	Index of the layer to be returned.
lpLayer	HIG_VECT_LAYER*	Buffer for the layer being returned.

Returns 0 if successful. Otherwise, returns the number of ImageGear errors that occurred during this function call.

This function does not process image pixels.
