This function creates a new instance of Text-note annotation (IG_ARTX_MARK_ATTACH_A_NOTE).

lphMark	LPHIG_ARTX_MARK	Pointer to storage for new annotation handle.

This function does not process image pixels.

Upon successful completion:

The caller is responsible for deleting the newly created annotation using IG_ARTX_mark_delete.
