This function creates an instance of highlighter mark (IG_ARTX_MARK_HIGHLIGHTER).

pFillColor	LPAT_RGBQUAD	Annotation fill color.
lphMark	LPHIG_ARTX_HIGHLIGHTER	Pointer to storage for new annotation handle.

This function does not process image pixels.

Upon successful completion:

The caller is responsible for deleting the newly created annotation using IG_ARTX_mark_delete.
