This function creates an instance of ellipse mark (IG_ARTX_MARK_FILLED_ELLIPSE).

pFillColor	LPAT_RGBQUAD	Annotation fill color.
bHighlight	AT_BOOL	Indicates whether the annotation is highlighted.
lphMark	LPHIG_ARTX_ELLIPSE	Pointer to storage for new annotation handle.

Error count.

This function does not process image pixels.

Upon successful completion:

The caller is responsible for deleting the newly created annotation using IG_ARTX_mark_delete.
