This function returns the current selection state of a mark.

Remarks:
If the mark is selected, lpSelected returns a value of TRUE. If the mark is not selected, lpSelected returns a value of FALSE.
An error is set if any of the following conditions are met:
- hIGear does not reference a valid ImageGear handle.
- There are no marks with a matching index block. lpSelected points to an invalid address.
