This function sets the access control (editable or view only) for all of the marks in the group specified by szGroupName.

Returns the number of ImageGear errors that occurred during the function call.

All pixel formats supported by ImageGear for C and C++.

Remarks:
When fEnable is set to TRUE, the end user can edit or modify marks in the group; when set to FALSE the end user cannot edit or modify marks in the group.
An error is set if any of the following conditions are met:
- hIGear does not reference a valid ImageGear handle.
- szGroupName does not point to a valid address.
- No group matches szGroupName.
