This function pastes one or more marks from the clipboard to the top of the current HIGEAR image.

Remarks:
The pasted marks are not visible until the screen is repainted. Use
ART_GUI_mark_paint() function.
An error is set if any of the following conditions are met:
- hIGear does not reference a valid ImageGear handle.
