IG_ARTX_redaction

This function creates an instance of redaction mark (IG_ARTX_MARK_REDACTION).

Error count.

This function does not process image pixels.

Upon successful completion:

The caller is responsible for deleting the newly created annotation using IG_ARTX_mark_delete.
