IG_ARTX_hollow_rectangle

This function creates an instance of hollow rectangle mark (IG_ARTX_MARK_HOLLOW_RECTANGLE).

This function does not process image pixels.

Upon successful completion:

The caller is responsible for deleting the newly created annotation using IG_ARTX_mark_delete.
