Creates an empty path element.

lphPath	LPHIG_PDE_PATH	Newly created empty path element.

Return Value:

Error count.

Supported Raster Image Formats:

This function does not process image pixels.

Remarks:

Call IG_PDE_element_release to dispose of the created path object when finished with it.
