Gets and sets Value Multiplicity of the Tag.
Value Multiplicity tells you how many items can be stored in this type of Data Element. Set it to a positive integer if the Tag must contain a specific number of Items. Set it to 0 if the Tag can have an unlimited number of Items. Set to a negative integer if the Tag can have a limited number of items up to the absolute value of the provided VM.
