This function adds the layer to the layer array.

Arguments:

| hLayer | HIGLAYER | Handle to the layer to add. The layer is added to the end of the array. |
Return Value:
Error count.
Supported Raster Image Formats:
This function does not process image pixels.
Remarks:
The layer object is not copied. Instead, a reference is inserted to the end of the list.
