This function updates annotation password.

Arguments:
| Name | Type | Description |
| hMark | HIG_ARTX_ENCRYPTION | Annotation handle. |
| lpszTextBuffer | LPSTR | Pointer to buffer with new password. If lpszTextBuffer is NULL, then annotation password will be empty. |
Return Value:
Error count.
Supported Raster Image Formats:
This function does not process image pixels.
Remarks:
If there is an image associated with annotation, it will be decrypted using old password and encrypted with new one.
