On systems with Windows 7 or Windows Vista, Windows Communication Foundation (WCF) may need to be activated before the licensing service will work. It can be activated by following these steps:

1. In the Control Panel, open the Programs and Features item.
2. Select "Turn Windows features on or off".
3. Find the base item "Microsoft .NET Framework 3.0". The version at the end may differ, but it will be version 3.0 or newer. Expand this item.
4. Enable the sub item "Windows Communication Foundation HTTP Activation".
5. Click OK.

WCF is now enabled, and will no longer prevent the service from working.
