Occurs when the user selects the menu "Toolbar / Windows - Table of Contents Window"
command.

Remarks
The user has clicked on the "Toolbar / Windows - Table of Contents Window" menu item.
When this occurs, Prizm Viewer will first generate the "OnWindowTOCStart" event, then
toggle the checkmark for the Table of Contents docking window open / closed on the menu
and show / hide the docking window, then generate the "OnWindowTOCFinish" event.
