Occurs when the "Toolbar / Windows - Image Properties Window" command has completed.

Remarks
The user has clicked on the "Toolbar / Windows - Image Properties Window" menu item.
When this occurs, Prizm Viewer will first generate the "OnWindowImagePropertiesStart"
event, then toggle the checkmark for the Image Properties docking window open /
closed on the menu and show / hide the docking window, then generate the
"OnWindowImagePropertiesFinish" event.
