Occurs when the user selects the menu "Toolbar / Windows - Annotation Properties Window" command.

Remarks
The user has clicked on the "Toolbar / Windows - Annotation Properties Window" menu
item. When this occurs, Prizm Viewer will first generate the "OnWindowAnnotationPropertiesStart"
event, then toggle the checkmark for the Annotation Properties docking window open /
closed on the menu and show / hide the docking window, then generate the
"OnWindowAnnotationPropertiesFinish" event.
