Occurs when the user selects the menu or toolbar "Mouse Actions - Stamp Annotation"
command. The user has selected the tool to create a stamp annotation when the left mouse
button is pressed over the image in the image window.

Remarks
When the user clicks on the menu or toolbar button "Mouse Actions - Stamp Annotation", it
will first generate the "OnMouseStampAnnotationStart" event, then generate the
"OnMouseStampAnnotationFinish" event. The mouse will function to create a stamp note
annotation.
