Occurs when the user selects the menu or toolbar "Mouse Actions - Polygon Annotation"
command. The user has selected the tool to create a polygon annotation when the left mouse
button is pressed over the image in the image window.

Remarks
When the user clicks on the menu or toolbar button "Mouse Actions - Polygon Annotation", it
will first generate the "OnMousePolygonAnnotationStart" event, then generate the
"OnMousePolygonAnnotationFinish" event. The mouse will function to create a polygon
annotation.
