Occurs when the user selects the menu or toolbar "Mouse Actions - Area Selection Tool"
command. The user has selected the area selection tool when the left mouse button is
pressed over the image in the image window.

When the user clicks on the menu or toolbar button "Mouse Actions - Area Selection Tool", it
will first generate the "OnMouseAreaSelectionToolStart" event, then generate the
"OnMouseAreaSelectionToolFinish" event. The mouse will function as the area selection tool
